Principal Certification Services


At Multicert, we ensure all necessary certifications are obtained efficiently and effectively, allowing your residential project to progress smoothly and successfully.

Our residential certification services include Construction Certificates (CC), Complying Development Certificates (CDC), Demolition Approval and Occupation Certificates (OC).

As Principal Certifiers (PC), we serve as appointed building surveyors who are legislatively required to undertake a number of critical-stage and various non-mandatory inspections. Throughout these inspections, we meticulously document essential details across the construction process to verify compliance with building plans and specifications, adherencing to relevant regulations. Once the project is completed, we then issue an Occupation Certificate (OC).

Occupation Certificates


An Occupation Certificate authorises that the Principal Certifier is satisfied with the developments suitability for occupancy and its compliance as per the Building Code of Australia (BCA) and other relevant legislative requirements.

Multicert will identify any of the mandatory requirements needed to obtain the occupation certificate prior to the commencement of the project. You will be assisted by our team of experts across the construction process, and receive clear guidance on what is required throughout construction to ensure you attain a smooth and successful completion of your project.

A Complying Development Certificate (CDC) is an alternative to obtaining Development Consent from local Councils or the State Government bodies. It applies specifically to routine developments as outlined in State Environmental Planning Policies (SEPP) or development control plans.

This certificate verifies that the proposed development meets the criteria for complying development and complies with the Building Code of Australia (BCA) and other relevant standards. It is essential to secure the Complying Development Certificate (CDC) before starting any construction activities, including demolition or excavation.

Complying Development Certificate


By engaging Multicert as your trusted private certifiers, we will conduct a comprehensive evaluation of your building plans to ensure that they align with the Building Code of Australia (BCA) and any other additional complying development guidelines.

Once all necessary documentation is submitted and our thorough review is successfully completed, Multicert will then issue you with a Complying Development Certificate (CDC).

Prior to the commencement of any construction works, the attainment of Construction Certificate is mandatory as it confirms the compliance of a development proposal in respect to the Building Code of Australia (BCA) and other relevant legislative requirements.

Multicert will undertake a comprehensive assessment and review of a development proposal to accurately assess its adherence with the Building Code of Australia (BCA), and other varying conditions of consent.

Once approved, Multicert is then capable of issuing a Construction Certificate (CC). Our logical and structured approach allows for effective and open communication with clients and relevant stakeholders, which are actively involved across the stages of developing the project through to the final review and issuance of the Construction Certificate (CC).

Construction Certificates


Demolition Approval


Before commencing any demolition works, you must obtain Demolition Approval. As your certification provider, Multicert identifies and confirms the necessary requirements for issuing Demolition Approval prior to any demolition or work on site begin. In granting Demolition Approval, this certifies that Multicert is satisfied with the demolition plans that the client has provided and that it complies with all of the relevant regulations.

Multicert will review all necessary documentation and ensure all required permits are in place before issuing Demolition Approval. This includes verifying that utility services have been properly disconnected and that any hazardous materials have been identified and addressed according to regulatory standards.By taking these steps, Multicert provides an added layer of assurance that the demolition process will proceed smoothly and in compliance with all legal and safety requirements.

BCA Compliance Reports are essential documents that identify areas of non-compliance with the Building Code of Australia (BCA). These reports evaluate a building's adherence to current BCA standards and specify necessary modifications to achieve compliance.

They are particularly crucial for older buildings and those that have undergone alterations. Obtaining a BCA Compliance Report helps mitigate risks and is often required by councils when there are safety concerns about a building.

  • The processing time for each type of certification can vary.

    For Complying Development Certificates and Demolition Applications, we typically approve these applications within 2-3 weeks, provided that:

    • Lodgement via the planning portal has been completed and accepted by Multicert.

    • The 14-day neighbor notification period has passed.

    • All checklist items have been fulfilled.

  • Changes to your project after receiving approval may require additional certifications or modifications to existing ones. Depending on the nature of the changes, you may need to apply for an amended certificate or seek further approvals. We can help you navigate this process.
